National Seminar on “State Protector or Violator of Human Rights” at Magadh Mahila College

Department of Political Science, Magadh Mahila College, in collaboration with PG Department of Political Science, Patna University, Patna is organizing a UGC sponsored 2-Day National Seminar on "State: Protector or Violator of Human Rights" during February 25-26, 2012.

Magadh Mahila College was established in 1946 as a government college and is presently a constituent unit of Patna University. It has the distinction to introduce the teaching of science as early as in 1948. The college imparts education to more than 3000 girl students in various disciplines. It is the oldest college for women in undivided Bihar.

Bank of Sone River

Sone near endangered Koilwar Bridge, Bhojpur. Sone is the principal southern tributary of Ganga, rising in Amarkantak, Madhya Pradesh state It flows north past Manpur and then turns northeast. The river cuts through the Kaimur Range and joins Ganga above Patna, after a 784-km course. The Son valley is geologically almost a continuation of that of the Narmada River to the southwest. It is largely forested and sparsely populated. The valley is bordered by the Kaimur Range to the north and the Chota Nagpur plateau to the south.

Dipankar Bhattacharya, Communist Party of India (Marxist-Leninist)

Bhattacharya, General Secretary, CPIML had a late start on the Indian electoral scene. Seen as the ultra-Left, the party contested its first election in 1989 and sent its first MP, Rameshwar Prasad, the same year. Starting out from the Indian Statistical Institute, Bhattacharya may have been thought of an unlikely candidate to take on the job he holds at present, but it was during the Emergency that he came into his own. He took over from Vinod Mishra and has now come to terms with parliamentary democracy. CPIML is “the Left opposition to the Left”. In 1982 the Indian Peoples Front [IPF] (an incarnation of Communist Party of India (Marxist-Leninist) Liberation) was formed, and the party started contesting elections under the name of IPF. In 1989 IPF was able to win a Lok Sabha seat from Ara, Bihar. In 1991 it lost the Ara seat. In the 2009 Lo Sabha elections, CPI(ML) would contest 80 Lok Sabha seats spread over 16 states and three Union territories. The party has decided to target both UPA and NDA during the poll campaign and would project CPI(ML) as a "fighting Left Opposition" inside Parliament. It would fight against what it calls the "cross-coalition consensus being pursued by both UPA and NDA".

Late Brameshwar Singh, former chief of Ranvir Sena

Singh is the face of Sena from Khopira village. Sena was founded in September 1994 in Belaur village of Udwantnagar block, Bhojpur district. This private militia has been banned since July 1995. Justice Amir Das Commission was set up in 1997 after the Laxmanpur-Bathe massacre to probe the alleged political links of Sena. After winning the assembly elections in November 2005, Chief Minister Nitish Kumar had wound up the commission. On February 21, 2007 the Patna High Court granted bail to Singh who had been behind bars in Patna's Beur Jail since his arrest in August 2002. On 8th July 2011, Brahmeshwar Singh was released on bail after serving 9 years in jail for 17 cases, including those related to Dalit carnages in Bihar, after he was arrested from Patna in 2002. He was earlier granted bail in 16 other cases. On 5 May 2012, the founder of Ranvir Sena Brahmeshwar Mukhiya, floated a non-political outfit Akhil Bharatiya Rashtravadi Kisan Sangathan. On 1 June 2012, Ranvir Sena Chief was shot dead by unidentified gunmen near his residence at Kadira mohalla in Arrah under Nawada police station, 71 kms from Patna. The main opposition parties RJD, Congress and LJP have demanded a CBI inquiry into the killing of the Ranvir Sena supremo.

Shivanand Tiwari, Rajya Sabha MP ( JDU)

Tiwari boycotted US President Barack Obama's address to the Indian Parliament raising the issue of US's attitude towards Palestine and withdrawal of forces from Iraq. Tiwari is the General Secretary & Spokesperson of JDU. He was Excise & Prohibition Minister in the Rabri Devi cabinet in 2003. In July 2004, he was dropped from the Cabinet. He has been a MLA from Shahpur constituency (Bhojpur district). Tiwari joined JD(U) on November 18, 2006. Tiwari left RJD after blaming Lalu Prasad Yadav for RJD's debacle in the 2005 assembly elections. He was detained for 17 months and 18 days under the MISA during emergency. In December 2008, he had raised the issue of 800 slum clusters of five lakh families in Delhi in the Rajya Sabha. He was the General Secretary of Samata Party in 1997.

Nitish Kumar, Chief Minister, Bihar

Nitish has returned to serve as the CM for the second term with a landslide victory for his alliance. In the period since he took over fast track courts have convicted and sentenced 14,108 criminals who are lodged in 54 jails. The jails have a capacity to accommodate 20,000 prisoners. His political career began as student leader during Emergency. He became a MP for the first time in 1989. One of the most important anti-Congress politicians in the country. Basically, he is a left-leaning socialist but is under compulsion to ally with right wing party. His social justice platform is good but his technocentric approach is likely to alieniate him from the common people even as it would bring decayed systems and processes on track.

Devanand Konwar, Governor, Bihar

Sushil Kumār Modi, Deputy Chief Minister, Bihar

Modi is the leader of Bharatiya Janata Party (BJP) legislature party of Bihar. He has been a member of the Lok Sabha from Bhagalpur. He was the leader of opposition in Bihar Vidhan Sabha during 1996–2004. He was Minister, Bihar's Parliamentary Affairs Minister in 2000. He was arrested five times during Indira Gandhi Emergency and participated in JP movement against Emergency. He was sworn in as the 3rd Deputy Chief Minister of Bihar on 24 November 2005 in the first term of the NDA government in Bihar.

Nand Kishore Singh, MP (JDU), Rajya Sabha

Wikepedia refers to his occupation as Lobbyist. Niira Radia tapes he has been lobbying on behalf of Mukesh Ambani. He was elected to the Rajya Sabha on a Janata Dal (U) ticket in April 2008. Singh has been Union Revenue Secretary and Member, Planning Commission. He has been an Advisor to the Prime Minister. His father T P Singh (ICS) has served as country's finance secretary. His mother too has been a former parliamentarian. His sisters Krishna, Radha, Shyama have been IAS officers. His brother in law is the current Governor Of Nagaland Nikhil Kumar. His brother Uday Singh is currently MP from Purnia, Bihar.

Jagdanand Singh, RJD MP from Buxer

Singh, a sitting MLA in Bihar Assembly defeated Lal Muni Chaubey, the sitting MP by 2, 252 votes in the 2009 parliamentary elections. Singh's victory is largely because of the delimitation of the constituency. Shahpur assembly constituency of Bhojpur district which was under Buxer Lok Sabha constituency is now a part of Ara constituency. For a while he was held guilty of diverting forest sanctuary land for an irrigation project without the mandatory approvals. War of Buxar

On October 23, 1764, the war was fought and lost. The seeds of war of Buxar were sown in war of Plassey. In 1760, Mir Jafar was succeeded by his son-in-law Mir Kasim. He handed over the districts of Chittagong, Midnapore and Burdwan to the Company. Robert Clive returned to England in the same year. Mir Kasim (reign:1760 to 1763), made an attempt to recover Bengal from the hands of British. In 1764, he enlisted the help of Mughal Emperor Shah Alam II and Nawab Shuja Ud Daulah of Oudh. But their troops were defeated in the Battle of Buxar by the British East India Company troops led by Major Hector Munro. The armies of Mir Kasim and his allies Emperor Shah Alam II and Shuja-ud-daula, Nawab of Avadh, out-matched the British in number. To Mir Kasim's force of 40,000 Robert Clive's army commanded by Major Hector Munro had about 18,000 men. Early on, East India Company forces had to retreat across the river. But they were allowed to get away; the forces retreat across the river. Again they were allowed to get away. The forces regrouped and through a naval force attacked through the river route. Mir Kasim also had trained Afghan cavalry and modern cannon manned by European/French mercenaries and led a charge on the Company's forces. However, the Company relied on its strength of sequenced shooting-its musketeers put up volley of gunfire. This coordinated gun shooting became very much a trademark of the British way of war over the next few decades. The sheer power of gunfire ensured that attacking cavalry scattered. The establishment of British paramountcy along with the diwani(revenue administration) of Bengal, Bihar and Orissa was the major significance of the War of Buxar. The war was waged after the French were defeated in the Seven Years' War (1756–1763). The War of Palassey was a mirror of their European rivalry, the French East India Company had sent a small contingent to fight against the British but were outwitted by Robert Clive's forgery and conspirators like Mir Jafar, Rai Durlabh, Yar Lutuf Khan and Omichund & the firman of 1717 was confirmed. By 1759, Mir Jafar felt that his position as a subordinate to the British could not be tolerated. He started encouraging the Dutch to advance against the British and eject them from Bengal. In late 1759, the Dutch sent seven large ships and 1400 men from Java to Bengal under the pretext of reinforcing their Bengal settlement of Chinsura even though Britain and Holland were not officially at war. Clive, however, initiated immediate offensive operations by land and sea and defeated the much larger Dutch force on 25 November 1759 in the Battle of Chinsura. The British then deposed Mir Jafar and installed Mir Qasim as the Nawab of Bengal.

Meira Kumar, Speaker, Lok Sabha

She is the MP from Sasaram. She is the first women speaker of the Lok Sabha. She is a MP from Congress Party. She is the daughter of former deputy prime minister Jagjivan Ram. She is a former Indian Foreign Service officer who has served at embassies in Spain, United Kingdom and Mauritius. She entered electoral politics in 1985 and was elected from Bijnor in Uttar Pradesh defeating Ram Vilas Paswan and Mayawati, two powerful dalit leaders of today. She was a member of the eleventh and twelfth Lok Sabha's from Karol Bagh in Delhi. She reelected with a record majority from her father's former constituency of Sasaram in Bihar in 2004 and again in 2009. She was inducted into the Manmohan Singh cabinet, as Minister of Social Justice and Empowerment in 2004 and is presently the Union Minister for Water Resources. She also wants the govt. to offer a reward of Rs. 50,000 for inter-caste marriages.

Ms Justice Rekha Manharlal Doshit,, Chief Justice, Patna High Court

The appointment of the Justice Doshit as Chief Justice of the High Court of Patna was made by President Pratibha Patil on 17th June. Justice Doshit was elevated to the bench of Gujarat High Court in 1995 as Additional Judge and was confirmed as permanent Judge in 1997. She did S.S.C. in 1968 from Maharashtra S.S.C. Board, obtained B.Sc. Degree in 1972 from Bombay University and did LL.B. in 1976 from Sir L. A. Shah Law College, Ahmedabad, Gujarat University. She is due to retire on 13th December, 2014. Prior to her Justice Shiva Kirti Singh has been the Acting Chief Justice since 24 th May 2010. Earlier Justice Dipak Misra who was Chief Justice of Patna High Court took over as the new chief justice of the Delhi High court.

Sharad Yadav, MP, Madhepura & JD(U) President

Yadav has been elected from Madhepura, Bihar in the 2009 Lok Sabha elections. Former Union Minister and Rajya Sabha MP from Bihar, Yadav blasted cricket hysteria saying, "most television channels are airing only cricket, as if nothing else happens in the country. Nearly 80 per cent of the people live in villages and small towns and nobody highlights their struggle for livelihood", adding "the Centre's sports policy has created anarchy in the country." He sought an uniform sports policy. He demanded setting up of a Joint Parliamentary Committee (JPC) to probe the implementation of the reservation policy for Other Backward Classes (OBCs) in Central government jobs.

Dr Raghuvansh Prasad Singh, RJD MP from Vaishali

Former Union Rural Development Minister led Central National rural Employment Guarantee Programme (NREGP) Council set up under the NREGA (the National rural Employment Guarantee Act) to advise the Government on NREGP, met on 20 September, 2007 and discussed the need to immediately extend the programme to all the districts in the country from the current lot of 330 districts. About 80 per cent of the children below the age of 3 are anaemic and the Governemnt is yet to take up the matter through the Integrated Child Services Programme and its network of anganwadis. The UPA government on 28 September, 2007 announced the extension of the ambitious NREG programme, guaranteeing 100 days of wage employment to rural households, to all districts of the country. The decision comes two days after Congress MP Rahul Gandhi appealed to Prime Minister Manmohan Singh to make such an announcement. The scheme will cover the remaining 265 districts from April 1 next year. The scheme was expected to cost the government Rs. 20,000 crore annually. With an initial allocation of Rs. 11,500 crore, the scheme was started in February 2006 in Andhra Pradesh’s 200 most backward districts with high Scheduled Castes and Scheduled Tribes population. An additional 130 districts were notified in 2007-08 and the budgetary allocation went up to Rs. 12,000 crore. Singh thanked Rahul Gandhi for supporting the “revolutionary” legislation.
